How Can This Best Practice be Encouraged for Other DMOs?

The best way to encourage other DMOs to follow best practices is to persevere, and to constantly try to spread the message of what is working and what isn't in Bhutan.

"We first made this promise in 2009 during COP 15 in Copenhagen, but governments were so busy arguing with each other and blaming one another for causing climate change, that when a small country raised our hands and said 'We promise to remain carbon neutral fro all time,' no body heard us. Nobody cared. Last December in Paris, at COP21, we reiterated our promise to remain carbon neutral for all time to come, and this time we were heard. We were noticed and everybody cared." (Togbay, 2016)
Bhutan has attended several World Climate Change Conferences hosted by the United Nations, including COP15 in 2009, and COP21 in 2015. By attending these events and putting themselves on the world stage, Bhutan is able to make its practices known to all other countries.
Another way to make their practices known to a wide variety of audiences, is to do a TEDtalk, which is exactly what Prime Minister Togbay did. He shared the story of his country, their vision, mission, and best practices that allow them to be a front runner in the sustainable tourism industry. TEDtalks are a great way to spread a message to a wide variety of people, and to spark interest, both in potential visitors, as well as to encourage other destinations to follow in their footsteps.
By making their efforts and their successes public, then there is a greater likelihood that other nations and other DMO's will adopt some of Bhutan's best practices.
